He nearly destroyed Cell but after Cell absorbed 17 he did not have much of a chance. 16 does not fight unless he truly has to or if it is Goku. He does not fight any of the z fighters because he only wants to destroy Goku. He was destroyed by Cell during the Cell game after he tried to self destruct and kill Cell.
